Renewable Energy Entry in Puntland

Background

In early 2024, a European energy consortium (two solar developers + one battery storage provider) identified Puntland as an ideal location for a $12M solar mini‑grid project to serve Garowe and surrounding villages. The consortium had no prior Somalia experience.

The Challenge

  • No regulatory framework for independent power producers (IPPs) in Puntland
  • Land tenure uncertainty – who owns the proposed 20‑hectare site?
  • Off‑taker risk – Garowe's municipal utility had no power purchase agreement (PPA) history
  • Security concerns – al‑Shabaab activity in nearby rural areas

Engage Somalia's Role (6‑Month Engagement)

Phase 1: Feasibility & Structuring (Months 1–2)

  • Conducted solar resource assessment (average 5.5 kWh/m²/day – excellent)
  • Mapped local stakeholders: Puntland Ministry of Energy, Garowe municipality, traditional elders
  • Proposed a hybrid IPP + public‑private partnership (PPP) structure

Deliverable: 80‑page feasibility report with financial model (IRR 14% at $0.22/kWh tariff)

Phase 2: Regulatory & Land Access (Months 3–4)

  • Our Managing Director, H.E. Abdiweli Gaas, personally introduced the consortium to the Vice President of Puntland
  • Negotiated a 25‑year land lease with the municipality
  • Drafted Puntland's first mini‑grid regulation (adopted in November 2024)

Deliverable: Signed memorandum of understanding (MoU) + land title

Phase 3: Financing & Financial Close (Months 5–6)

  • Introduced consortium to Shuraako Capital and a DFI (€5M concessional loan)
  • Structured a $7M senior loan + $3M equity + $2M grant package
  • Negotiated PPA with Garowe utility (15 years, $0.21/kWh indexed to inflation)

Deliverable: Financial close achieved January 2025


Results & Impact

  • 12 MWp solar + 8 MWh battery – enough to power 15,000 homes
  • 150 local jobs during construction, 30 permanent O&M positions
  • Reduced diesel consumption by 4 million liters per year
  • First IPP in Puntland – created a replicable model
